1) That type of drill bit will walk off center and follow the grain when used in wood. Not always, but you should be using a Forster type that cuts across grain.
2) My bungs are 99.9% always in line with the grain.
If this set-up gets you a tight fit with those dowels and you use a good epoxy, you could get away with one screw and even eliminate the screws in the bottom supports.

wReggie: Bung by itself is OK, but when used in tandem with hole as in bung-hole or even worse with bug-hole reamer, it is generally frowned upon and seldom used on the tubes.
